I suggest varkala and yes this is the best time to visit... the climate won't be very hot at this month

Both the places have their own charm. Visit Varkala if you looking for beaches and shopping like in Goa. The hotels and food are also cheaper compared to other places. Go to Udupi for temples and if you like seafood.

Depends of what you like, if you are looking for adventure sports too then varkala could be the option. they do have surfing classes during the season and kayaking in the back waters. udupj on the other side has temples and secluded beaches which has its own beauty. Best season would be post monsoon and before summer.
