It does not require a VISA but if you have your own vehicle, it costs you an amount and that keeps on changing, check the Bhutan tourism website before you make a visit!

Bhutan does not require visa for Indians, only you should either have booked a trip through an agent or have hotel booking to show it to them.

Bhutan will/has started charging on a daily basis for Indian tourists and now a guide is also required 24x7. So in short, the cost just went skyrocketing.
