The party happens once every month on full moon. Check the lunar calendar for dates, whenever you are going. October to Feb is the best time, weather-wise. The party takes place on Koh Phangnan - pretty easy to get to once you are in Thailand. If you are a first timer, just get a bus+boat ticket from Bangkok to Koh Phangnan (overnight trip). No need to book your seats in advance. Plenty of travel agents on most tourist hubs on Khao San Road, Silom and Siam.
Accommodation on Koh Phangnan should be booked in advance during the full moon scene.
