Honestly, Goa is amazing at all times. Best time would be well defined on the kind of traveler you are. If you are someone who likes to party and shop around than, mid Oct to March sounds like a good time. Christmas celebrations are huge in Goa and if you wish to be a part of it then around 20th Dec
Dont visit Goa when it is hot. Best time December, but things are more expensive in the festive week(25th to 1st). Better to go in November or December beginning

So,there’s 2 type of Goa you can visit and both have their own beauty and joy.
During the winters (Christmas season) it’s pack with people to enjoy the Goan party vibe with all of your music taste, let it be House, bollywood or psyc you’d get it all in there.But there’s a total another side of Goa which can be enjoyed in the starting/ending of monsoon as it’s all green around and it’s not much crowded.
One can enjoy the natural beauty of the place in monsoons.

Goa is a beach and coastal area. So, normally here weather are hot and changeable weather around the year.
Summer (March to May)
This season remains hot and humid. The humidity level is sky high. Mostly the tourists from colder destinations visit Goa during this season. Goa is less crowded during this season.
Monsoons (June to September)
Monsoon lasts to September and travelers avoid visiting Goa. As Goa is a beach destination so this season is a big letdown. There lots of other thing to enjoy in this season.
Winter (November to February)
After monsoons and the starting of winters, Goa looks fresh and makes you also feel fresh. Winter season in Goa is especially for celebrations. This is the peak season.
