In summer days are hot but evening is so pleasant but winter is harsh, In my view Aril is good time and starting winter like October is great to vist Arunachal Pradesh. I was there in March (Dirang and miling) and October(Bomdilla, Tawang and Bimla) weather was so pleasant in day and Cold in night.
