Try during Duga Puja vacation, not too hot not too cold.. drizzling will be there along with fog. cost is very minimal, only cost is how you choose to go Chikmangaloor from Bangalore.

You can have everything in or less than 3k if you have a tent or els maximum 3.5k I can to chikmanglur from hyd twice and it costed me 3.8k to 4.5k including all the expenses
