If you are a budget traveller then i would suggest to go their in the month of february to april, this is the best time to be in goa you can enjoy the goa festival which happens in february may be in the starting week or 2nd week. And yeah one more thing that is less crowd and cheaper than ever.

Anytime travelling to Goa is fun, even during monsoon. But if you want more pleasant weather, November to February is good time to visit Goa.

Goa is best experienced during the summer and during December when the music festivals happen. Though the prices will be cheap if you go off-season.

Hi, their peak time is October to feb. Definitely not during summers gets pretty hot there. I personally like monsoons at Goa because the place is not very crowded, greenery everywhere because of the rains. Since it's not their peak season it's emptier to a great extent. But if you like to go there for water sports and shopping or would like to explore during or around Christmas and New Year's then definitely stick to October to Feb. I personally feel shopping at Goa is just over hyped.
