January and February is the peak time as you can witness snowfall at patnitop..
just pack your woolen clothes and go for it.

Head to Jammu in late Feb, the weather is good till around April and then it can get hot. We went to Srinagar in August and it was really hot though the weather will be pleasant to cool in the evenings.
Then again September to October end are good too but after then it gets quite cold and during Dec-Jan fog is a big issue.

If your budget is less go in September i.e season starting other Jan-Feb, you can witness snow then.
