Hi kamini, you can reach patnitop from Jammu tawi, it takes 3 hours. And very newly constructed highways to reach out.

Cheapest :- Delhi (or your current destination) to jammu tawi railway station by sleeper coach(train)
then take a cap or local bus to patnitop most convenient and quickest:- take a flight to jammu airport and then take a private cab to patnitop.
