Manali no doubt wins the choice. Going manali in winter months will provide you plethora of beauty and snow along with all sorts of Adventure sports. Budget for 2 depends on you if you include one Adventure sports like paragliding then 8-9k per head would be minimal cost.

Rishikesh is by the ganges and activities like river rafting, boating including other water sports can be done there. Laxman jhoola is one of bridges you can't miss there also there are few spots which is completely peaceful and happy places in a world full of stress.

Hi Ruth, if you have 5-6 days in your hands Manali would be a better options. In rishikesh you do not have a lot of things to do and 5-6 days would be too much for it. In manali you can spend 1200-1500/per day in decent hotels, with food and travelling included.

Now that completely depends if you need some chill-out time with your partner (Rishikesh) or hop around different places (Manali) Rishikesh has a vibe altogether different from Manali. I went to Rishikesh just for two days but ended up staying for 5 days bcs of its calm and peaceful state.Rishikesh has a lot of cafes by Ram and Laxman Jhula that offers world class tasty food! no matter which cafe you enter,the food will be awesome. Spending huge amount of time besides Ganga,meditating,followed by evening Aarti at Parmarth Niketan ,dinner at one of those cafes and coming back to the hotel with a very calm state was all I did there and yet never got bored..if you guys are spiritual,you will love Rishikesh!
Else Manali would be good as it offer more tourist options than Rishikesh
