It's simple, Kashmir can be visited anytime keeping an eye in civil unrest and speratist movement. To visit Kashmir weather is not an issue, you can visit it during winter to enjoy snow and sking, another time you can go to kill heat of plaines.

Kashmir is a place which welcomes its guests and last year there was no guest who felt unsafe in Kashmir but after the abbrogation of article 370, I would still suggest you not to visit Kashmir untill things go back to normal.
