Yes, you can visit Kasol in December. In case of heavy snowfall, the treks are closed but generally they are open. I am also planning for Kasol this December during the New Year. See you there..!!!

Valley of flowers in not good at this time as it closes and no flowers.best time to visit is August or September.

I would suggest you Kedarkantha and Har ki doon at Uttarakhand in winters. you can also go for Kuari pass in case you looking for little difficult.
