You can go to Manali, Spiti , MacLeod Ganj. I went in March and the temperature there was -6 at that time. And before going check the weather forecast so that you have the confirmation about weather there.

Hey Abdul, You can witness snow in these parts of india in February:- Kaza, ki, kibber, gete, tashigang, Chandertal, batal in spiti valley ... The means to reach these Places are by buses or taxis from manali ... book a cab or take a bus from manali to kaza which is a day Journey entirely ... leave manali by 4 in the Morning nd reach kaza by evening ... Pangong , nubra, Drass in leh ladakh region ... .these Places can only be reached through flight or if you are adventurous to ride in snow you can do it from Srinagar in Kashmir and even roads should be open ... but flights do run for sure to leh from delhi and from there you can book a cab to visit these places ....
