Manali has many visitors throughout the year except during monsoon (July to September). Depending upon your interest, you should choose a month. From “April to June”: For pleasant weather which is ideal for camping, trekking, sightseeing etc. (It usually doesn’t snow during these months- except at Gulaba in Manali). From “December to February: To enjoy the snowfall, chilly weather and for activities like snowbarding, paragliding, skiing, sorbing etc.

The best time to visit Himachal Pradesh is during the spring season i.e from February to April. If you want to enjoy snowfall in Manali, then the weather from December to February is the best for it.

You can visist Manali throughout the year but it depends what kind of weather you like. If you want to see snow you can go in Dec-Feb. Apr- Jul If you want pleasant weather and also wants to experience Rohtang Pass

If you are going for snow experience then sure best time is Dec - Feb.
manali is wonderful itself no specific time it's awesome everyday
but according to me best time is MAY-JUNE

Avoid the monsoons owing to landslides and if you would like to avoid too much crowd, might as well avoid the summers. October- March is the best time especially if you would like to experience the chill winters and December if you want snowfall during the tenure of your stay.
