You can visit north east in winter's..usually during december-january..lot of places in Sikkim and arunachal Pradesh have snowfall during winters.

December last to feb if you want to see fresh snowfall, you can also find snow till june in the upper areas

Depends totally on the weather.
We have visited Sikkim in Last December and Ladakh in this January . We din't have a single snowfall day
What I heard from locals is Feb will be the month in which snowfall occurs in Sikkim. Not sure about that

Early Jan to Early Feb is the perfect time. It has been snowing recently and its all snow around in the valley.
