Manali is blessed with all season weather but if you're visiting there for "Rohtang pass" , Then you should go manali after may or Mid - may . So that you can enjoy the beautiful Rohtang pass.

Depends what you're looking for. I personally would prefer the month of December, where winter is at its peak. Rhotang pass would be closed though. The ideal season would be during summer.
