No Doubt Lonavala is a great Place. But i would suggest it strictly in monsoon .Visited Lonavala on Dec 29th 2019 and was greatly disappointed for the Dried Hills. So i would suggest that in Monsoon.
It's better to drop your plan as of now. If you can't then Hill stations would be a choice regarding Your Budget

I would recommend Delhi. If you want the real taste of North India, Delhi is the place to be. Hauz Khas, the architectural marvels in Delhi, Chandni Chowk, and others.
