No Doubt Lonavala is a great Place. But i would suggest it strictly in monsoon .Visited Lonavala on Dec 29th 2019 and was greatly disappointed for the Dried Hills. So i would suggest that in Monsoon.
It's better to drop your plan as of now. If you can't then Hill stations would be a choice regarding Your Budget

I would recommend Delhi. If you want the real taste of North India, Delhi is the place to be. Hauz Khas, the architectural marvels in Delhi, Chandni Chowk, and others.

Depend on which season u want to visit, if u want to visit in winter, then, mahabaleshwar a smaill hill station in maharashtra, coorg in karnataka.
