Meghalaya is a better alternative in January due to its milder environment, whereas Gangtok may have cooler temperatures and likely travel interruptions due to snow. So choose the one that suites your requirements.

Both places have their own kind of charms. If you want to experience snow clad Himalayas and snow fall, then obviously Gangtok and North Sikkim. Don't miss the the winter wonderland called "Katao". If you want to experience some leisure time in nature and some natural wonders such as living root bridge both single decker and double decker, boating on crystal clear Umngot river. at Dawki, a beautiful sunset at Laitlum Canyon, caves, then why not Meghalaya. Now choice is yours.
