It is not a good idea to visit Uttarakhand during monsoon because of heavy rainfalls and landslides. But there is one famous trek called valley of flower which is suitable for this time only.

I grew up in Uttarakhand and always liked it during monsoons, however if you are a visitor you will have limited time to spend and would want to see places without hindrances that may not be the case always during monsoons.
Uttarakhand being a hill state in mighty Himalayas receives good amount of rain and flood that lead to land slides and regular road closure that makes commuting difficult specially to sites like Badrinath, Kedarnath, Gangotri, Yamunotri that attracts maximum tourists.
But if you want to visit fewer places and want to spend time in a single location and enjoy a little bit of rain then mountains are great place to be. Away from hustle of this world and goo place to relax. Valley of flowers is at its beautiful best during monsoons and so are other locations. I am sure you will not be disappointed even in monsoons if you plan in advance on where to venture.
