Hi Nikhil , I just happened to post about Triund and Lahesh cave trek ! Do check it out . Also to answer your question, it's true July- September is heavy monsoon time in the hills. I wouldn't say that you shouldn't go, you must definitely go if you plan to . Just make sure you go with your preparation . Raincoat , water proof bagpack , water proof shoes , a torch , mosquito replant spray ( if you plan to stay at night in triund) , extra clothing, warm clothing ( it will get pretty cold and windy at night ) , zip lock pouches for wet clothes ! Triund is a beauty which you must explore if you haven't yet . Don't let the rains stop you . Just be well geared and you will get to witness fresh mesmerising beauty of the dhauladhar range in it's most lush time ! Cheers ! Happy travel .

Travelling to the mountains during the monsoons is anyway risky. I suggest you skip it. It gets quite slushy in the rains and with summer holidays going on, the place would be super duper crowded.

Mcleodganj would be beautiful during this weather. But doing the triund trek won't be the superb experience that it is during non-inclement weather. So, I would advice against it. But still, it is doable though. Have done it in this weather.
