It's not sure whether you will get the permit to Rohtang pass in November. However it's totally depend upon the weather condition.

It's totally depend up on weather. and I think it is better to go on June to Oct months.. Nov, Dec the road may be closed

I guess from Nov 15nth Rohthang pass will be closed but even that depends upon the weather..u better go in the months of April or May
