I guess its safe if you take precautions as few of my friends have been to Goa last week. They didn't face any issue be it Stay or food.

I stay in Goa, Yes Definately you can visit Goa,and just follow the general rules like to stay away from the crowd, if u want to do so North Goa Is the best option, where in you have lot of serene clean and less crowded beaches like Mandrem, Kerim, Ashvem, Morjim and also the temples and citybreaks.

Yes its all safe but only if you take precautions as all the hotels provides much importance to sanitization of everything

No room in himachal,uttarakhand also for new yr since 5 yr.
north indian youths, now a days love to enjoy nw yr at their second home also.
