You wont find much of snow during last weeks of november. Temperature reaches subzero temperatures but chances of snow fall will be very less. Though you will find zero point frozen and gurudongmar lake slightly frozen. I think it answers your query.

The chances of experiencing a snowfall in the last week of November is very less. If you really want to witness snow, go for Himachal Pradesh or postpone your trip to North Sikkim to mid December. I hope it helps
