If you are a family of 3 or 4. I recommend to to look for Dubai tour packages of 1 lakh 30k inr because if you are 3-4 people you need to have a hotel room for 4 days that will cost 600AED per day that equals 4x600=2400aed. Traveling inside Dubai will cost you around 500 aed x 4 = 2000aed (maximum) - per day. Then add your other expenses that will come around 7200 aed= 129600 inr. Go for Dubai holiday tour packages that covers most of your famous tourist spot and well covers your budget. Keep the flight prices at check! https://www.tripoto.com/dubai/tour-packages

Yes they are, you can actually opt in for ordinary one as well as AC buses could be good option. I traveled with ordinary one though.

Ordinary HRTC buses to McLeodganj are safe for the most parts but won't be comfortable after they cross Una and the hilly terrain starts. i would recommend going for a pvt bus and travelling during the day as then your sleep won't be hampered and you will enjoy the stay.
