Monsoons are the best, since it brings out the waterfalls in the ghats. Else winter is good too..

Hey!
June to September is monsoon season, when Lonavala sees heavy rainfall. If you don’t mind exploring with an umbrella in hand, then you will be rewarded with gushing waterfalls and glowing green surroundings.

Yes and No, depends on a couple of factors which are like getting into the semantics. however one can take info from the locals and other at Shimla before proceeding further towards Narkanda, as roads are cleared as soon as the snow falls but caution is advised. Your drivers experience and luck counts too !

I have little bit idea about North India.. manali in Himachal pradesh , sikkim in North East would be the best.

All through the year Nainital has one of the best weather. Summers are warm, while rains are chill and winters are cold. March to June is the best time to visit. You could enjoy boat rides, view peaks, and explore a lot.
