Generally, February is a rather dull months in most of Europe. However, it's the best time for those who hates the lines—crowds are much less of a problem in this low tourist month. Besides, February is perfect for a budget holiday.

Thanks for the prompt reply Mohit! what I am concerned about is the weather. I really wanna go around Paris, Belgium, Amsterdam, Germany, Austria, Switzerland, Italy. Aren't these places very cold and what if most of the places are closed cuz it's off season? how much is it worth my time and money?
February would be very chilly. you'll get snowfall probably. if couple do visit Switzerland Vienna Amsterdam

Southern spain, maybe! We covered the Andalusia region last Christmas. We flew to Madrid and went South to Granada, Valencia and Seville. It's beautiful ❤ Most part of Northern Europe would be quite cold and gloomy.
