I personally feel Delhi is always awsome except the month of May - June due to heat waves and the kind of hot weather here is dificult to visiting in monsoon is not the problem... do enjoy the famous food joints...
August is a rainy month of Delhi, but one such time where heat subsides to bare minimum. So when you travel, that days travel is based on that days weather. Since it’s rainy month you need to pack umbrellas or raincoats along with grip shoes. August 15th parade is one such event to view live, if you are travelling during that time to Delhi. Coming to your second question, here are some monsoon spots to visit now Meghalaya Assam Mahabaleshwar Igatpuri Lonavala Coorg Kudremukh Pachmarhi Cochin Pondicherry Kabini Rameshwaram Darjeeling and Shillong Will share a few tripoto links written by travellers pertaining to their travel during monsoon in India. See if it is suitable for your travel.
