You can only go to hill stations in South during summer. Because the heat is unbearable in South. You can go to Munnar in Kerala or Kodikanal in Tamilnadu is also a better option.
You can also check out Ooty and Connor hill stations in Tamilnadu.

Why so angry.. when somebody posts about traveling in budget they also mention the ways to do that... also travelling in budget means you ll have to compromise some of the luxuries
. if you want to know the details about things personally message the author of the blog . you might get your answers

For July Munnar is better as July season will be rainny season so there will be wonferful views for you.

UpvoteCommentNow visiting goa in april is quite hot. because whether is too hot. But if you have group of 4 then it will add too much fun. Visit candolam , baga beach.Also Panji is the best to visit.

Afternoons can be really hot but rest of the time you will enjoy much as it's off season so lesser crowd and cheap stays. Check Airbnb for stays and bike rentals of course to go around.
