Unlike the North or the South, North East is still barely explored. Make sure you carry spares ( clutch & breaks cables, puncture kit, inflators ) as finding repair shops beyond Assam will be rare. Food too is not easily found on the highway beyond Assam. Locals are very vary of visitors and strangers, make sure you follow traffic rules and respect the local culture. Avoid riding at night or after Sun down. I started my journey of thump riding in the north east and the terrain is beautiful. Ride on!

another thing is arambol and baga are bit far away so you have to decide whether you have to stay in baga or arambol
arambol is more hippie type beach and personally I like arambol more than baga and I stayed in arambol during my stay in goa.

( Unless you are already living on an island) :) As per your budget, Goa should be a good idea if you book your flights and hotels in advance. Also it would be buzzing in goa around that time of the year since its closer to new year's eve and there would be a lot of parties happening. Hey! Its always good to visit a famous hill retreats like Shimla during off season. The weather will be pleasant in the month of October.
