Uttarakhand is known to receive heavy rainfall in this season, and is frequented by landslides, so before you go keep in check with the local news. Otherwise it is always safe to go to the hills.
I wouldnot suggest you to visit Auli in August.. As its monsoon and due to heavy rains in Uttarakhand and Himachal there are great chances of landslide and traffic throughout this stretch.
better visit Auli in September or October or the best month i.e. december
