Using local transport ll be cost effective compared to rental bike. However rental bike ll give you more freedom to explore including visiting any remote place or commuting in off-hour. so decide accordingly. If you want to explore Jaipur within the city local transport is good. You can take rickshaw everywhere. But if you want to venture out of the city for instance go to Kumbalgarh then renting a two wheeler is best option.

Yes it's possible up to Kaza via Shimla as Kunzam Pass ll be closed at least until mid March so you can't do the whole circuit but can visit up to Kaza n back in same way via Shimla Thank You

Winter trip to Spiti is a great idea. If you are planning to go then by road is the only option. You will have to go via Shimla towards Kinnur and then enter Spiti. However this year monsoon has extended and the road condition will depend on the snowfall in 2021. Check with the locals before you make any bookings.

The last bus would likely leave at 01.10 am in the midnight and after barely 2.5 hours, the first service would start at 4.00 am.
