Yes it is, you just need to take care of covid protocol if any applicable at the time of entering Goa. Rest once entered, Goa is as usual and already re-opened since last month and everything operating as normal with Mask on face. I guess I might be late to answer this question. You might have travelled to Gokarna already, if not then know there are no self driven car services in Gokarna, only scooties and bikes can be hired. You can hire the self driven cars from Bangalore and drive to Gokarna if you wish to. In Gokarna there are chauffeur driven car hire agencies for sightseeing purposes that charge around ₹2500-₹2800 for half day. Within Gokarna the best way to travel is in a bike or scooter or auto. You will need car if you are planning to cover Yana Caves, Vibhuti Falls or Mirjan Fort. Many bikers even bike it to these places but the distance is a lot. Hope this helps
