Yeah Ladakh is open for tourists are reaching by air and road. It opens almost all the day. But RT-PCR test report is required is mandatory(not older than 96 hrs.)

You wouldn't need a travel agent just search on tripoto and trivago.. Read the reviews. Not going for a travel agent would incur you less cost and that money could be used to book more better stay. Also, Tripoto has videos of what all places to visit when in Maldives and all that is there to explore.
