Yes there are two options in Manali I am not sure if those are operational post wave 2. one of my female travel buddy was in uttarakhand and then in Manali for few months .if you are interested in getting information please connect.

If you visit Sikkim, there are lots and lots to visit... Some of the famous places in Sikkim are Tsomgo lake 40 km away from the main city Gangtok,Nathula pass 53 km away from the city, Kanchenjunga base camp, Lachen,Lachung,Pelling,Zuluk,Gurudongmar lake,Teesta river etc. the best time to visit Sikkim is in summer that is march to June.

The best time would be when the flowers in the valley blooms i,e. when the monsoon begins, the flowers starts to bloom (probably July ).

Not required any transit visa. you can stay in waiting area inside airport till you next scheduled flight to Philippines. don't come outside airport. immigration will ask for visa then.
