I have few friends who recently visited Mathura. They didn't face any problem. Just that while coming back, Noida's border was close if you are entering from Mayur Vihar side. They had to take a small detour.
Safe? Not really safe unless you park your bike where there's no snow cz there are chances to slip. on top of that the snow will be more than 3-4 ft. we went last year and just in one day it snowed a lot it was 1st week of Dec and we were asked to go back asap due to heavy snowfall. you have to be fully equipped and have a perfect plan to survive in so much of snow.
