Kasol isn't the place to be in. Rather take it as a gateway to better places like Chalal, Grahan, Rasol etc. The list is long, but depends on your versatility.
Kasol is basically am over-rated place. To enjoy the best views and landscapes you can go towards Challal and from Kasol you can go towards Tosh and Pulga village. Manikaran is an amazing place to be which is about 4km from Kasol. In Manikaran you will find hot water springs where you can recreate.
I just hope, you aren't planning now. However, Kasol has myriad places one can visit. From trekking in Kheerganga, Tosh, Malana Village, Magic Valley. Enjoy the serenity at Grahan and Chalal. In Kasol you either trek or you hike. Do not forget to enjoy the Israeli food at Jim Morrison's Cafe.
Anytime, but the monsoons :)
It gets closed in monsoons. otherwise, winters is a good time as you wont feel hot in the jungle during safari. and animal spotting is nice. in summers, tiger spotting gets easier at waterhole.

Hey Ankit, As of March 23, there are 3 confirmed cases of coronavirus in Uttarakhand. Acting on the same, the state CM has put the state in a lockdown till 31 March. Looking at the current situation, I'd recommend that you avoid non-essential travel right now. Stay safe! :)
Lets not consider it a spoilage of our travel plans rather consider it an opportunity for national unity to fight against a pandemic. Surely, we carve to travel different places but the hour need us to be in a lock down for our own benefit. I hope you agree with me.

Hi Zubair. Would suggest you delay / postpone your travel plans.
Manali is a safe place to be in. But not sure what could happen enroute.
You know about the current siuation the entire world is in.
The least we can do is, help contain the virus. And not spread by travelling.
Hope you understand.
Cheers
