I think it is relatively peak time for Kerala from October - March so everything would be expensive and not soothing. I think if you want to explore North,you can start with Nainital,Bhimtal,they are really beautiful. Apart from this,you can also try exploring Haridwar and Rishikesh,that would really pious place and mind refreshing.
A cyclon just left it's trail in Goa and even in Maharashtra the rains are pretty much continuous though the season is of winter. Am not 100% sure about Kerala but looking at the weather there I can be sure about one thing that visiting southern part right now is not that great of an idea especially costal region as either heavy rains or thunderstorms are expected almost everywhere. Well, salvation lies within but Himalayas would be great place to go for peace. You can go to Garhwal Himalayas in Uttarakhand. Temperature is falling but Badrinath will be open until 17th November. I am returning from there as I type. Temperature is -2 so make sure you carry warm clothes.

Trust me, its totally safe.Kashmir is a beautiful welcoming Indian land. And tourist places are mostly safe anywhere in the world. One thing i wish to add is Respect the locals and you get the reciprocation. I mean, stop putting your political view points or trying to impose your beliefs.

Is it not safe to travel kashmir at December because in Kashmir there to cold in December. I suggest you to go between February to September. because between October to January there is too cold in Kashmir. there too many which agency which can take your tour to Kashmir it's depend that uh want to go alone or with the family.
Depending on the time , it doesn't seem like much of a great plan as the New year is right around the corner and the hurry burry of all the places might now help you get the full experience of the destination and culture . I’d suggest you make the trip In Jan, as a fresh year beings out a lot of new experiences . :)
It is actually not a good time for visiting any country in Europe in December ,it's too much cold and you cannot actually enjoy and see the real charm of the place. Amsterdam is even worse with its rain, severe winds even in winter time,but yes you can see lightning all around , Christmas trees and decoration all around the streets
Well, I would not recommend as there is cyclone approaching, and it rains very badly. I can suggest to wait till end of November or till New Year. Pondicherry could be an good choice at this time.
I agree with Satyendra's answer, why take a risk when it's not worth it. On a brighter side, the fun of a beach in rains is amazing. And Cyclones in Arabian sea are very rare, but IMD placed the current one in Extremely Severe list which means a disastrous ones. Ultimately its your call, You can switch beaches to mountains for now and explore north east or himalayas, the best time to visit.
