Rishikesh is the best option..try to book a camp near Neelkanth falls.Bir Billing is another good option if you want paragliding and camping both.

I would suggest you to camp under thousand of stars in Chandrataal. The place is a little far off but definitely worth it.

You can go to Kasol-kheerganga or jibhi- tirthan Valley. it's a totally dope and a must visit place. you can go for camping. Also, if you need more details, DM. Have a great trip :)
