Both city would be safe for you but if you are traveling in next 10 days or so then you should go to Himachal Pradesh as this is the perfect and the cheapest time to visit there

Both states are safe for traveling. If you want to enjoy solo backpack travel, then you can go for Kasol-Tosh (Himachal Pradesh). It could be a great experience for you..

Both are safe.You can go either to himachal or uttrakhand depending on what you want to do..If you want to go on a week trek then go to uttrakhand..If you want to do one or two days trek then go to Himachal..You can read my budget itinerary on Dharamshala(Triund trek),Parvati valley(Kheerganga trek) and 10 Days itinerary to himalyas from delhi(Prashar Lake trek). Go to these places mcleaodganj Dalhousie khajjiar Truind Treck it is a buget trip and you can explore many places. You can also opt for Kasol Tosh Manikaran

For sure himachal pradesh.. Its quite a decent place apart from manali hills.. Better you should start your journey from dharamshala palampur and nearby places. Extremely beautiful, less people, less pollution, peaceful.

Both places are good but Uttrakhand and Uttranchal are kinda untangled( close approximity) So you can get more places to visit. Both places got world famous destinations , therefore awareness among local people regarding tourist is quite amazing ( can expect great hospitality). Feel free to explore.
