There are three ways to reach Palolem from Goa airport. From Goa airport if you take a train to Margao, from there in 40mts paying near to 1k you will be in Palolem. The next best way is taking a taxi from Goa airport you can reach Palolem paying 2k. There are buses from Madgaon to Palolem, but you will be dropped in Canacon village. From there you need to take an auto rickshaw to enter Palolem.
You could check with TTDC office which is present in many parts of Andhra and Tamilnadu. I approached TTDC office Chennai and they guided me. This main office is present in Venkat Narayana road TNagar where the number is on the website. Kindly check.
For one person the cost varies between 30K to 35K for a week travel to Port Blair from Delhi. This cost is inclusive of stay, food, sightseeing too. Regarding flight charges I am not that sure but you can check with MMT and Yatra who offer economical packages.

The Manali Kaza road is likely to open in the month of May-June. However the road from Shimla is open. As far as guide is concerned, if you could approach your resort travel desk, they might guide you better. Kindly re check before booking and travelling.
From Kochi via NH 966B you reach Munnar Kumily highway via muvattupuzha you reach Thirumangalam pallapatti road, then turning towards Villupuram highway entering Madurai then taking NH 87 reaching Rameshwaram is easy. On the way is Munnar where you might want to take a break or you could plan a break in Madurai. Kindly do check once with the google map too. Yes March April is an ideal time to visit Rameshwaram. With beginning of summer weather will be hot though not scorching.
