Hey, Its too easy and 15k is more than enough for 4-5 days. You can book great resorts in around 1k per room per day and travel cost will be 2k. After that you can manage food and some party there easily.

You can travel Goa in less than 10k. You can stay in amazing hotels with a beach side view and hire bikes for 2 days that will cost you 800. You can go to different restaurants and discover beaches and cover almost everything is Goa in less than a week.
Yes, it is very much safe to visit Kasol as it is in Himachal Pradesh and lies in the centre of the state.
So it won't be any problem visiting the beautiful place.
The border tension does not affect in any manner to Himachal Pradesh.
I have a friend of mine visiting Kasol as i write this answer and from what he says people are very much happy and joyful after what our Armed Forces have achieved today😂 However do keep in mind the route safety as:
1.The roads are very curvy.
2.The roads are single lanes. Thats it, there isn't much to worry about when visiting Kasol.
Do visit as this time will be the best time to visit it.

No limit for earning credits. Ita depends on how many trips you have published and you will get credits accordingly also earn by active member of this forum.
If you are going by your own, I think 30k-40k would be good enough.... one of the key factors deciding you budget will be the places you are covering and the route you are taking...
issue your permissions before time....
if you are hiring bikes from manali or leh, it may cost you upto 30k...
