There is one hostel plus hotel near hidimba tample LTI. (Lone traverse india) it has cafe on last floor with Amazing view. and also you will find many good people over their. they also do treks.

Even difficult in winter also.
Since at Agra college,our favourite passtime was taking a round of Tajmahal on free entry friday.
Been there over 50 times in different time of a day and night but never more than 5 hrs. at once.

I haven't been to Nepal but walked hours in extreme rains many a time. a good quality rain jacket and a pant along with fully water proof shoes to cover yourself. I do not use dslr during the rains, so can't suggest, however phones are generally water resistant these days and I have used them without any issues. let me know if you want know the brand of shoes and raincoat i use during rains
