Shimla is great choice.. Use public transport if you are on budget tour. HRTC govt runs one days tours from Shimla for kufri, fagu etc. You can book these budget tours by contacting Tourism department

At simla use guest hoise to get low budget rooms and check wether if you have luggages they are safe at there
and use govt transportations or you can walk through shimla
