You could use public transport or cabs to travel. If you are doing a full round trip, transport is costly, kindly use Atal tunnel than Rohtang pass road, however if you are using shared taxis cost works economical. Buses do operate from Jispa, timings you have to enquire in the bus station for they keep changing. Within jispa everything is walkable distance only, but to travel to Suraj taal there are hire cabs and taxis from jispa.
