I went there last year.. There is complete itinerary in my page..You can check.. Cost per head from Guwahati will be around 15-20 k for 5 days, if you are going in a group..

We went to Cherrapunji and shillong last year Oct first week. You can plan a 2 day stay at Shillong and 2 day at Cherrapunji. You can check my blog on the same . Excluding flight / train fare , the total cost per person for 5 day should be around 20 thousand
