Vipassana beginners program is of 10 days, mostly meditation and no talk at all. No contact with outside world etc. There is also one institute in Dehradun. I am not sure how worth it is for you as everyone has their own reason.
If you go Haridwar and Rishikesh both, then I would like to suggest, stay at Haridwar. You can easily book hotels via MMT. If you an adventure lover, then you can try Bunjee at Rishikesh..

1)You have lot of options, it better to start from srinagar to leh and coming to manali via spiti valley.you can complete the chandratal circuit. 2) go to kasol and complete the treks near by and then while coming back to chandigarh you can visit kasauli as well If you wana go to uttrakhand you have many otions in trekking too. Gangotri, kedarnath, valley of flowers etc
If you are an amid rider then i must say that go and enjoy the thrill while riding bullet on slopey and hilly region of Ladakh, it's once in a lifetime moment indeed.
It's difficult to have tent on rent in Pawna lake, but you can easily do camping in pawna with 1200 rs with including food. That is cheaper and best way.
Jaipur, haridwar, rishikesh, agra. Dehradun is not far off but the thing is there is road construction in the way which could take time bcoz of jams. you could try dehradun if you board shatabdi train in morning from New Delhi.
Depends on location... traveling with whom and what's your objective or trip...if travelling with family for leisure than it would be better to book a package....if doing solo or with friends to explore than doing on your own would be better option

Chennai will be hot during April. You can visit nearby places like Tada, Nagalapuram Falls, Pichavaram Mangrove, Pulicat Lakes. Start very early and reach the place and be back before it gets too hot.
