I have been there on April, 2019. the weather was cold at that time. thus you can imagine how much vold there will be in February... it was 2 to 3 degree on February
Actually a very tuff question because both have their own different charm.
I would suggest you to make a plan of places on both sides and then decide which one attracts you.
If you have to choose between Spain and Germany then I would highly recommend Spain (Barcelona, Sevilla, Granada, Ronda, Cordoba and if possible Mallorca and Salamanca).
France would be Paris of course and the most beautiful Alsace region (Strasbourg, Colmar, Riquewhir). You can also stretch it to Provence region such as Valensole, and the French reviera.
Italy would be Florence, Cinque Terre, Torino, Siena, Venice, Italian alps (Dolomites, Bolzano), Verona, Rome, Amalfi coast.
Try doing a road trip in Switzerland or better yet you can take the glacial express from the swiss-italy border and cover the most splendid region of Switzerland.

You will have to take a flight from chennai to port Blair .. flight duration is around 2.30 hrs ....
And for the question of how much it will cost to you ... including Havelock Island, port Blair , and Neil Island ... it will cost you upto 30-35k including flights also ...

Hi, if you want to reach Spiti from Dehradun by public transportation you can follow this..
1. Take a local HRTC/ Volvo bus from Dehradun to Manali. It'll take around 8-10 hours and cost 1000 for Volvo.
2. Take a local HRTC bus from Manali to Kaza in the morning. You'll reach Kaza in the evening and it cost around 400 rupees.

I won't suggest you to do sea walk, as its mostly waste of money because you will be underwater for only say 20-30 mins in which you will be forming a chain and moving along (I am telling you this from my Sea Walk experience in Mauritius). Instead you should do Scuba diving. Its an experience of a lifetime. You can check https://scubalov.in/ for a Scuba package.
If you are going in a off-season of just the start of the tourist season, then you don't have to prebook it. But you can always contact them beforehand to know the pre-requisites. Prices may vary from 5k-8k. Again you can contact various Scuba centers and get their quotes and select the best option for you.
Scuba-diving is much more fun then underwater walk.
but for old people underwater walk is enjoyable and fun experience.
you can get online booking from various sources.but my advice to you is go there ,feel the atmosphere and then decide to dive... because diving experience is very much depends on weather conditions.
do not forget to bargain,the one diving school that are established in port Blair are cheaper..but you will get more fun in remote area diving....

Mud Village is still hidden a bit and very less number of tourists go there to visit the place ...
It's bit untouched and have a lot to explore ...
You can go ahead with mud village in Himachal Pradesh which comes in the spiti circuit ... A ride to thai Village from manali or from shimla would be really adventurous ....
