Hello Swamy, if you are in Goa you will get scooty in cheap rates anywhere, the good thing is you can bargain, If you are going solo you can stay at hostels, If in group you can share the hotel rents, I will recommend you to live at beach shacks for experience.
Hello Kapil Thivim is best if you want to stay in North Goa. Karamalli station is also there. But not all trains stops here. Many tourists get down at Madgaon station and head to North Goa by cab as it's the main junction.

Karwar is located in Uttara Kannada state of Karnataka, where the very name of the city is derived from village name Kadewada meaning last area. This town is named as Kashmir of Karnataka who were ruled by Maratha Empire. It is a monsoon coast, where Summers are scorching, mild winters prevail. Places to visit- Rock garden, Binaga beach, Rabindranath Tagore beach, Kurumgad island, Sadashivgad fort, Devkar falls, Shirve ghat and museum. This town has some authentic seafood cuisines to taste.
Public transport is available in abundant for travellers who want to travel to any spot they like. There are fixed timings and fixed stopovers. Bike travel is our own mode of travelling where we can travel at our own pace. I would say bike travel is the best.
October to March is neither a hot season nor a chill season in Andaman. They are dry, so you get to see lot of nature. It's an ideal time to visit Andaman.
Of course between Oct and March, if you are looking for a budget tour, plan during the period between Dushera and Diwali (Oct) which is generally lean season for hotels so they offer at cheaper rate, plan in advance to book cheaper flights.
