Depends on what type of travel you want to have. but mostly, north east could be a little expensive as the travelling part will take time from one state to another. also, just good to know, that if you really want to visit the North East thoroughly, 10-14 days isn't enough. you can maybe focus on 2 states at a time. that way you'll be able to explore more

Hey!... you can just try renting two wheelers because they charge on hourly basis...and is cheap.

Don't book any package..you can book the hotels with meals once you reach there. Because many amazing properties are not available online however once you reach there you can explore it locally with in a hour. Go for the hotels right near the river . Budget would be 2000/3000 approximately per night with balcony facing the parvati river.

You won't get a rental without DL. but recently there have been few bike rental providers. you can search it online.
