Generally Dec is peak season but due to pandemic not sure what will be the situation but it is always better to pre-book everything. the whole cost including flights can be around 15-20k per person!

IT does snow in Dec and Jan, normally after 20th Dec snowfall in heavy. 25th Dec to 31st Dec is the period wherein invariably in you can see fresh fall. There is not set pattern, so it depends upon your luck...all the best !

I would suggest you to plan Rajasthan nothing is good in Maharashtra and Covid cases are increasing a lot day by day so it's too risky. Rajasthan you may plan Udaipur and near by places. Right now Rajasthan's climate is super cool you'll definitely enjoy it.

Yes, the National Parks are open from October in Assam. November to December is the perfect time for birding as well. You can enjoy many culutral activities like Orange Festival in Arunachal Pradesh, Hornbill Festival in Nagaland, Pelling Winter festival in Sikkim etc. But, this year, I am not sure whether all these will be organized keeping COVID19 in view.
